Wow. So much questions!
First, thanks for sharing. I think a lot of games in the eighties and nineties were like that.
So, questions:
How is the ACP164 game going to show how the ConFed and the EDF developed it's systems/protocols?
The sourcebook covers the history of the Albedo universe, and shows how different societies developed. Those rants are reflected in the play cards.
Are there any "events" cards in the decks?
Yes
"Incorrect"/false intelligence leading to imbalances in sides?
That really depends on the scenario you are playing, we are considering options for a setup sub game that ntroduces a lot of that sort of thing. More to follow after we get this lot finished.
Are there other "secondary objectives"?
Depends on the scenario.
Are there any plans to have Homeguard troops as allies or enemies?
Yes, the HomeGuard is a distinct faction.
Citizens?
Rebels?
Guerrillas?
Corporate intrigues/security troops?
Pirates/opportunists?
Yes, but not all at once.
Yeah, I've an active imagination and can see many many scenarios.

Also are y'all gonna include any of the "talents' to effect the game? Designating one fig to be special?
Me too. Talents - not at the moment. Maybe a future expansion.
